....................guess this is some kind of woodsealer(different sealers + methods possible) , ......the timber soaks it up and it hardens inside to close the wood cells and generally renders the balsa wood harder , too , ........but most likely important to prevent water sepage if the topcoat should get pierced by toothy fish , ....... increases the lifetime of a timber lure considerably .

model dope diluted is what i use and the same technique so im guessing it is model dope.Adds some extra weight also and seals the timber like steel.Correct me if im wrong just my guess
